1、 主旨

「in臺南‧無影藏─2021年臺南市文化資產影像競賽」廣召以影像保存臺南文化資產特色與傳承文化有興趣和熱忱的民眾踴躍報名,不論是已登錄的文化資產,亦或是生活中潛在的文化資產,透過影像徵件活動不僅能為在地文化留下更多動人的影像,更能藉以對全民推廣文化資產保護之重要性,同時建立臺南市文化資產的資源多樣性、文化故事性與城市歷史永續性。

3、 徵件主題

臺南市已登錄及生活中潛在的文化資產(包含有形文化資產:古蹟、歷史建築、紀念建築群、考古遺址、史蹟、文化景觀、古物、自然地景/自然紀念物;無形文化資產:傳統表演藝術、傳統工藝、口述傳統、民俗、傳統知識與實踐)為創作元素與概念發想,透過創造性、故事性與原創性的方式拍攝出影像作品。

4、 報名資格

熱愛影像創作、拍攝製作文化資產相關之影像作品,不限影片類型、長度30分鐘以內,個人或團體國內外人士皆可報名。

5、 報名方式

本活動採電子報名,請於2021年6月30日下午17:00前完成線上報名及上傳參賽影片(以上中文字幕)及相關資料(劇照3張、導演照1張)至主辦單位提供的雲端網址,如有任一項未於期限內完成,視同未報名。

6、 評審方式

初審:聘請專業人士組成評審小組,進行閱片及評選,預計選出20部入圍作品(評審小組有權決定入圍影片數),入圍名單預計2021年9月公布於活動官方網站。

決審:聘請專業人士組成評審小組,針對入圍作品進行最終決審,預計評選9部得獎作品(決審結果未達評審認定標準者,獎項得予以從缺,從缺之獎金得移作其他獎項使用),得獎名單將    於頒獎暨巡迴播映記者會公布。

7、 競賽獎項

入圍作品:於頒獎暨巡迴播映記者會分別頒發入圍證書。

得獎作品:於頒獎暨巡迴播映記者會頒布獎次、獎金和獎座。

首獎:1名,獎金新臺幣 150,000元,獎座1座。

二獎:1名,獎金新臺幣 100,000元,獎座1座。

三獎:1名,獎金新臺幣 80,000元,獎座1座。

優選:3名,獎金新臺幣 30,000元,獎狀1只。

佳作:3名,獎金新臺幣 10,000元,獎狀1只。

※頒獎暨巡迴播映記者會:場地、時間由主辦單位另行公告及通知。


8、 著作權與授權

  1. 競賽所有影片之著作權為參賽者所有。
  2. 入圍與得獎: 
    1. 入圍與得獎作品為本屆in臺南無影藏徵件影展與放映之用,並同意無償授權主辦單位,將作品及其重製、改作(包含各種檔案型式)或部分剪輯(以不超過全片長度十分之一為限)於相關活動中(包含但不限於宣傳及影展活動)、主辦單位所屬網站或所合作之影音平台,作公開傳輸、公開上映、公開演出、公開口述、公開展示。
    2. 為藉由影像促進臺灣文化資產保存及推廣的永續意識,入圍與得獎作品同意授權主辦單位公開傳輸權,公開於「in臺南‧無影藏」YouTube官方頻道。
    3. 得獎作品須授權臺南市政府製作為影音光碟,並發送所屬各區圖書館館藏。
    4. 臺南市政府需使用入圍與得獎作品於非營利性市政行銷相關活動時,應通知著作權人。
  3. 請參賽者簽訂相關授權同意書。
    • 參賽作品若有涉及相關著作權、肖像權、個人資料法律責任及侵害第三人權利時,悉由參賽者自行負擔法律之責任,主辦單位得取消資格,並歸還獎狀、獎金、獎座予主辦單位。

9、 義務與須知

  1. 報名作品一旦入圍,即有義務全程參與本競賽,不得以任何理由退賽。
  2. 參賽作品無論得獎與否均不予退件。
  3. 入圍作品之團隊代表需出席巡迴播映座談活動及頒獎典禮和相關宣傳活動。
  4. 為拓展影片國際能見度,得獎影片須於頒獎典禮結束後5天內,繳交繁體中文字幕(含片名、字卡、字幕、片尾等)word檔予承辦單位進行英文翻譯;得獎團隊亦須於取得翻譯資料後7天內,繳交完成之中英文高階影片檔案。
  5. 得獎者須完成上述義務後,由臺南市政府核發獎金。
  6. 凡本國人得獎者,依法須代扣10%所得稅金;外國人得獎者,依法須代扣20%所得稅金。
  7. 本活動如有不可抗力之原因無法執行時,主辦單位保有取消、修改或暫停本活動之權利。
  8. 如有其他未盡事宜,主辦單位得隨時補充之。

2021 Tainan Cultural Heritage Film Festival

  • Objectives

The 2021 Tainan Cultural Heritage Film Festival aims to attract talent passionate about making films to preserve the cultural heritage of Tainan City and perpetuate traditional cultures. By offering encouragement to submit films, this event seeks to preserve both registered cultural heritage and daily matters that may become cultural heritage. Thus, appealing films will be made to preserve local cultures and educate the public on the importance of cultural heritage protection. Additionally, this event helps Tainan City to create diversity for cultural resources, develop cultural narratives, and increase sustainability for its historical development.

  • Theme of Submission

Submitted films must be created on the basis of or inspired by registered cultural heritage in Tainan City or daily matters that may become cultural heritage in the city. The films should be made by creative and original methods and present certain narratives.

  • Registration Eligibility

We encourage people in Taiwan or from abroad to register for the competition, individually or in teams, by submitting films about cultural heritage, with no film genre restrictions and with a maximum film length of 30 minutes.

  • How to Register

Please complete the following steps by 17:00 on June 30, 2021:

(1) submit an application form online (https://forms.gle/mTDDbLoVb7Twj1Dk7); and (2) upload a film (with Chinese subtitles), three film stills, and one photo of the director to the website provided by the Organizer.

Registrations will not be accepted if any one of the above steps is not completed within the time limit specified.

  • Judging

First round:

Submissions will be judged by a jury composed of experts, who will nominate 20 entries (the jury reserves the right to determine the number of nominees). A list of the nominees is expected to be announced on the official event website in September 2021.

          Final round:

Nominated entries will be judged by a jury composed of experts, who will conduct final-round judging and select 9 nominated entries as winners. (Note: if none of the entries meet the requirements for an award, the jury reserves the right not to issue an award and the right to use a cash prize on other award category/categories.) A list of the winners will be announced at a press conference for awarding and film screening.

  • Awarding
  • Nominated entries will be awarded Nomination Certificates.
  • Awards:

First Prize (one winner): The winner will receive $NT150,000 and a trophy.

Second Prize (one winner): The winner will receive $NT100,000 and a trophy.

Third Prize (one winner): The winner will receive $NT80,000 and a trophy.

Excellence Awards (three winners): Each winner will receive $NT30,000 and an award certificate.

Honorable Mention Awards (three winners): Each winner will receive $NT10,000 and an award certificate.

  • Copyright and Authorization
  • All entrants retain copyrights to submitted film entries.
  • Nomination and Awarding:
  • Nominated and award-winning entries shall be used for the 2021 film festival and film screening events. The entrants shall agree to authorize the Organizer, without charging license fees, the right to reproduce, adapt (into any file format), or partially edit (no more than one tenths of the total film length) the entries for use in related events (including but not limited to promotion events and film festivals) or on websites owned by the Organizer or video platforms co-managed by the Organizer, for the purposes of public transmission, public presentation, public performance, public recitation, and public display. 
  • To facilitate cultural heritage preservation and promote an awareness of sustainability in Taiwan by means of film making, nominated and award-winning entrants shall agree to authorize the right of public transmission to the Organizer and allow the entries to be published on the Organizer’s official YouTube channel.
  • Award-winning entrants shall authorize the Tainan City Government to make video discs for the entries and distribute the discs to its regional libraries for collection.
  • If the Tainan City Government intends to use nominated or award-winning entries in non-profit events for city marketing, it should inform the copyright owner.
  • Entrants must sign an authorization consent.

If an entry violates copyrights, portrait rights, or the Personal Data Protection Act, or infringes upon the rights of a third party, the entrant shall take the legal responsibilities caused thereby. In such case, the Organizer may disqualify the entrant and demand the returning of the award certificate, cash prize, and trophy.

  • Obligations and Other Information
  • Once an entry is nominated, the entrant is obligated to continue participation in the competition and should not withdraw for any reason.
  • An entry, awarded or not, will not be returned to the submitter.
  • A nominated team must assign a representative to attend film screening and discussion sessions, an award ceremony, and related promotion events.
  • To increase global visibility, an award-winning entrant must submit traditional Chinese subtitles (including a film title, intertitles, subtitles, and closing credits) in a Word document within five days after the award ceremony. The Organizer will then translate the submitted document into English. An award-winning entrant/team also has to submit a fully finished film containing Chinese and English subtitles in an advanced video format within seven days after receiving an English translation from the Organizer.
  • A winner must fulfill the above obligations before receiving a cash award from the Tainan City Government.
  • For a Taiwanese winner, 10% of the cash prize will be deducted as tax income as prescribed by the laws. For a foreign winner, 20% of the cash prize will be deducted as tax income as prescribed by the laws.
  • If, in case of force majeure, the competition cannot be held, the Organizer reserves the right to cancel, modify, or suspend the competition.
  • Any rules not mentioned herein shall be added by the Organizer at any time.
